28 November2023, China: Strengthen the management of fishing vessel standard formulation and revision projects. In accordance with the relevant requirements of the Ministry of Agriculture and Rural Affairs on recommending agricultural and rural national and industry standard projects for inclusion in the database, on November 22, the National Fishing Vessel Standardization Technical Committee (SAC/TC157, hereinafter referred to as the ” Ship Standards Committee ” “) held a 2024 fishing vessel national and industry standard project review meeting in Shanghai , and recommended and reviewed six industry standards including the “Emergency Assembly and Exercise Training Requirements for Distant Ocean Fishing Vessels” applied by Shanghai Ocean University and other units. Guo Rui, director of the Fishing Boat and Port Division of the Fisheries and Fisheries Administration Bureau of the Ministry of Agriculture and Rural Affairs and deputy chairman of the Ship Standards Committee, attended the meeting.
At the meeting, representatives of the standard preparation unit reported on the project implementation plan, main technical content and problems to be solved. The review experts reviewed and questioned the application standards in terms of project necessity, feasibility, scientificity, applicability and coordination with current laws, regulations and standards, and put forward suggestions for improvement. After discussion and research by the review team, four standards including the “Emergency Assembly and Exercise Training Requirements for Distant Ocean Fishing Vessels” were unanimously recommended as standards formulation and revision projects in 2024 , covering areas such as fishing vessel safety production, navigation operations and fishery crew management, and supplementing and improving the standards. The fishing vessel standard project library has optimized the fishing vessel standard system and provided support and guarantee for further promoting the modernization of fishing vessels and fishing vessel equipment and improving the level of industry governance capabilities.
Director Guo Rui fully affirmed the work of the Ship Standards Committee and hoped that the review experts can give full play to their professional advantages, be oriented by the development of the service industry and regulatory needs, insist on based on job responsibilities, based on management needs, based on practical feasibility, and standardize the standard review work , and continue to improve the scientific level of the formulation and revision of fishing vessel standards.
