29 September 2023, China: The Second EU–China Blue Partnership Forum for the Oceans was held in Shenzhen, Guangdong Province, on Sept. 23. Ma Youxiang, Vice Minister of Agriculture and Rural Affairs, attended the opening ceremony and delivered remarks.

Vice Minister Ma said China and the EU’s efforts to explore more cooperation in the fishery sector and promoter sustainable fishery development are of great significance to building a more resilient and stable blue partnership. The Chinese government always highly values its cooperation with the EU in fisheries. China and the EU regularly hold the China–EU High Level Dialogue on Fisheries and the meetings of the China–EU Working Group on Illegal, Unreported and Unregulated Fishing. The two sides respect each other’s interests and concerns in international fisheries organizations and work together to conduct legitimacy authentication for aquatic products, resulting in the stable development of bilateral fishery relations.

Vice Minister Ma pointed out that sustainable development of the fishery sector is a global issue. China is ready to carry out pragmatic cooperation with the EU in fisheries; continue to take harsh measures to combat illegal fishing; brief each other on the latest fishing industry policies; enhance S&T exchange in areas such as genetic breeding, green aquaculture, and IT application in the sector; and boost investment in fishing and aquaculture, fishing vessel repair and building, and fishing harbor construction.

Wang Guanghua, Minister of Natural Resources, Virginijus Sinkevičius, Commissioner for Environment, Oceans and Fisheries of the European Commission, Meng Fanli, Deputy Secretary of the CPC Guangdong Provincial Committee and Secretary of the CPC Shenzhen Municipal Committee, and Sun Zhiyang, Vice Governor of Guangdong Province, attended the opening ceremony. Following the opening ceremony, three forums ware held respectively on fishery governance, ocean governance, and the blue economy. Government officials, experts, scholars, and business representatives from China and the EU participated in the forums.
