China: Rural governance system construction exchange activities held in Lu County, Sichuan

02 February 2024, China: Recently, an exchange event on rural governance system construction hosted by the Management Cadre College of the Ministry of Agriculture and Rural Affairs was held in Lu County, Luzhou City, Sichuan Province. The theme of the event was “Guiding the participation of multiple subjects and establishing a shared pattern of joint construction, joint governance.”

In the typical experience exchange session, representatives of the people’s congresses and governments of the three places shared the work on the construction of local rural governance systems. Luxian County mainly introduced its experience in strengthening the points system, list system, digitization and other starting points to strengthen work, industry and contact service mechanisms. As the hometown of China’s Hehe Culture, Renze District, Xingtai City, Hebei Province shared its experience in building a mediation team, building a mediation system, and strengthening departmental linkage. Baoshan District, Shanghai, has implemented and optimized the “three platforms” of regional party building hub, community smart governance, and community governance academy to solve the problem of resource management, poor channels, and talent support. Relevant persons in charge of the People’s Court of Nanhai District, Foshan City, Guangdong Province, He Wei, Secretary of the Party Committee of Dachengqiao Town, Ningxiang City, Hunan Province, Zhou Xinghai, Chairman of the Supply and Marketing Cooperative of Niutan Town, Lu County and Secretary of the Party Branch of Xinlin Village, discussed dispute resolution, town and village affairs Shared experience from specific perspectives such as governance and development.

In the sharing of research results, three experts and scholars from Huazhong Agricultural University, Northwest Agriculture and Forestry University, and Nanjing Forestry University respectively discussed “Practice and Thoughts on ‘Co-Creation’ in Rural Hubei” and “Realistic Dilemmas and Paths for Multiple Subjects to Participate in Rural Governance” Optimization” and “From Embedding to Integration: The Village Governance Logic of Party Branch-led Cooperatives” were held for academic exchange and sharing. In the roundtable session, many experts and scholars focused on hot topics such as rural elderly care, returning to hometowns to start businesses, and rural construction, and discussed how to build coordination, cooperation, and burden sharing among different governance entities from aspects such as promoting the reform of the rural governance system and accelerating the development of farmers’ cooperative organizations. New governance structures for public accountability.

On the day of the event, participating representatives also went to Hong’anqiao Village, Shiqiao Town, and Tanba Village, Yusi Town, Lu County to conduct field research on local governance experiences and practices in the development of collective economic organizations and the reform of property rights systems.
