There are new standards for the quality and safety of edible agricultural products sold in the market to effectively address people’s concerns

27 November 2023, China: The “Measures for the Supervision and Administration of the Quality and Safety of Edible Agricultural Products Market Sales” organized and revised by the State Administration for Market Regulation will come into effect on December 1, 2023.

The revised management measures have strengthened the food safety responsibilities of market operators and sellers, requiring market operators to perform management obligations such as registration and filing of entry sellers, signing agreements, and entry inspections, and sellers to perform purchase inspections, regular inspections, and labeling. Information and other subject responsibilities; clarified the case notification and transfer system for local market supervision departments and agricultural and rural departments, listed the commitment certificate as one of the valid certificates for the purchase inspection of edible agricultural products, and encouraged the priority purchase of edible agricultural products with certificates.

In response to public complaints about the problem of “fresh food lamps” misleading consumers, it is clear that when selling fresh edible agricultural products, lighting and other facilities that significantly change the true color and luster of edible agricultural products and other sensory properties are not allowed to mislead consumers’ sensory perception of the products; clarify Ready-to-eat agricultural products such as fresh-cut fruits and vegetables should have food safety protection to prevent cross-contamination. In addition, combined with the outstanding characteristics of the market sales of edible agricultural products being dominated by individual retail investors, legal responsibilities are set up in accordance with the basic principle of “warnings are the main thing, and penalties will be imposed if you refuse to correct”, and the starting point for fines in some clauses is moderately lowered.
