The Auctioning Of Shops/Plots Done By Haryana State Agricultural Marketing Board (HSAMB) Will Now Be On Similar Lines As Adopted By Haryana State

27 May 2021, Punjab, IN: The auctioning of shops/plots done by Haryana State Agricultural Marketing Board (HSAMB) will now be on similar lines as adopted by Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Haryana Shahari Vikas Pradhikaran.  The new process would not only help the HSAMB to boost their revenue but will also make the entire process more transparent.

While a decision to this regard was taken in a review meeting held under the Chairmanship of Haryana Chief Minister, Sh. Manohar Lal here today. Agriculture and Farmers’ Welfare Minister, Sh. J.P. Dalal was also present in the meeting.

The Chief Minister also directed the officers concerned to formulate a Marketing policy so that the allotment of the new shops in the upcoming Mandis of the state would be done in a fair and transparent manner.

“A new programme on the similar lines of ‘Vivaadon ka Samadhan’ should also be launched especially for the shop owners and others so that long pending grievances of all such people can be resolved on a priority basis,” directed Sh. Manohar Lal.

Highlighting the issue of overcrowding in some of the procurement centres across Haryana, the Chief Minister said that mapping of all the purchase centres should be done and further possibility of setting up new principal yards and sub yards should be explored in the procurement centres where the problem of overcrowding may arise.

“Possibilities of setting up special purchase centres should be explored for the farmers coming from neighbouring states located near to border areas who wish to sell their crops in Haryana. For this permission from the Food Corporation of India should be taken. The procurement should be done on the MSP fixed by the central government,” directed the Chief Minister.

During the meeting, the Chief Minister was apprised that on April 1, 2021, HSAMB had launched a  one of its kind scheme ‘Vivaadon se Samadhan’ to give the last opportunity to the allottees who are defaulters in paying their installments, extension fee and not constructing their shop/ booth in the stipulated period.

The main features of the scheme include 40 percent of the outstanding interest amount to be waived off.  Penal interest on the defaulting amount to be completely waived off. Grant of one additional year for construction of shops/ booths on nominal extension fee. An opportunity would be given to obtaining pending completion certificates.

Sharing the details about the strategies adopted by HSAMB for resource mobilization, the Chief Minister was apprised that regular inspection of oil mill, cotton and rice seller has been conducted wherein evasion of market fee and HRDF to the tune of Rs. 2.73 crore detected during this financial year.  Such type of checking will continue in future also.

Besides this, surprise checking of vegetable markets was got conducted in an early hour to access the arrivals of fruits and vegetables and noticing the difference that is up to 50 percent on actual arrival and recording, targets of fruits and vegetable markets in the State has been fixed on a realistic basis.

The officers shared that dedicated efforts would be made to recover the maximum amount under ‘Vivaadon se Samadhan’.  It was further informed that surplus lands and abounded buildings have been identified and the report has been submitted by the consultant and further efforts will be made to put these properties in open auction.

The Chief Minister was apprised that HSAMB will give spare land on lease to Haryana State Warehousing Corporation (HSWC) for the construction of godowns on revenue sharing basis.

Umashankar,   Chief Administrator, Haryana State Agricultural Marketing Board, Sh. Vinay Singh, Director General, Agriculture and Farmers’ Welfare Department, Sh. Hardeep Singh, Director General, Horticulture Department, Dr Arjun Singh Saini and other senior officers were presented on this occasion.
