PM Modi Empowers 65 Lakh Rural Citizens with Property Cards under SVAMITVA Scheme

20 January 2025, New Delhi: In a landmark initiative for rural India, Prime Minister Narendra Modi presided over the largest-ever distribution of property cards under the SVAMITVA Scheme, empowering 65 lakh rural citizens with legal ownership documents in a single day. The ceremony, organized by the Ministry of Panchayati Raj, was attended virtually by senior dignitaries, including Union Minister Shri Rajiv Ranjan Singh (Lalan Singh) and Minister of State Prof. S. P. Singh Baghel, along with officials and public representatives from 237 districts across the country.

The distribution covered over 50,000 villages across 10 states and 2 union territories, including Madhya Pradesh, Rajasthan, Maharashtra, and Jammu & Kashmir. With this milestone, the total number of property cards distributed under SVAMITVA has reached 2.25 crore, significantly advancing rural governance and economic empowerment.

Prime Minister Modi highlighted the transformative impact of the scheme, stating that property ownership certificates, known by various names like Gharoni, Adhikar Abhilekh, and Malmatta Patrak, have brought financial independence to rural households. Beneficiaries can now secure bank loans, start businesses, and resolve disputes more efficiently. He emphasized that this initiative particularly benefits Dalit, backward, and tribal communities, providing them with long-overdue economic security.

The Prime Minister also noted that legal property documentation has the potential to unlock economic activities worth over ₹100 lakh crore and reduce poverty, as highlighted by a United Nations study. Interacting with beneficiaries from states like Rajasthan, Maharashtra, and Odisha, he lauded the program’s role in enhancing livelihoods and minimizing disputes.

Union Minister Rajiv Ranjan Singh praised the scheme’s scale and success, describing it as a cornerstone of rural empowerment. He underlined its role in fostering gender equality, with many women now recognized as property owners. He also highlighted how the initiative aligns with the vision of an Atmanirbhar Bharat, creating new opportunities for rural entrepreneurship and financial inclusion.

Launched on 24th April 2020, the SVAMITVA Scheme has mapped 3.17 lakh villages using advanced drone technology, covering 67,000 sq. km of rural land valued at ₹132 lakh crore. Recognized globally, India’s innovative approach will be showcased at the World Bank Land Governance Conference in May 2025.
