Chief Minister Confers State And District Level Awards Recognizing Departments For Pioneering Digital Reforms

26 December 2024, New Delhi: On the occasion of Good Governance Day, commemorating the birth anniversaries of former Prime Minister, late Mr. Atal Bihari Vajpayee, and freedom fighter Pandit Madan Mohan Malviya, Haryana Chief Minister Mr. Nayab Singh Saini presented three State-level awards, six awards for state flagship schemes, and District-level Good Governance Awards. These awards were given to various departments for their significant contributions in transforming the vision of ‘Digital Haryana’ into reality through effective governance. The awards were presented at a state-level ceremony held in Gurugram on Wednesday.

The officers of the Department of Housing for All were honoured by the Chief Minister for their flagship initiative, the Mukhya Mantri Shehri Awas Yojana (MMSAY). The MMSAY, which features an online booking platform available from February 1-21, 2024, has successfully sourced land across 14 towns, complete with essential infrastructure such as roads, water supply, sewerage, lighting, and green spaces.

Similarly, the officers of Agriculture and Farmers’ Welfare Department also received award for successful implementation of Tohana Paddy Stubble Management model. This project led to improved air quality, enhanced soil health, and better agricultural productivity, benefiting both the environment and the local farming community.

Officers of the General Administration were awarded for their efforts in providing expedited resolution of bottlenecks in prestigious projects costing over Rs. 100 crores through the Haryana Project Monitoring System (HPMS) Portal. The HPMS portal plays a crucial role in monitoring and evaluating the implementation progress of infrastructure-based projects, which are coordinated and executed by various departments and agencies across the state.

The innovative public utility project of the Monthly Pass System and Waste to Wonder Park undertaken by Municipal Council Ambala Sadar also gained appreciation from the Chief Minister. During the programme, the Chief Minister awarded the officers for successfully implementing this monthly pass system for community toilets, replacing the earlier practice of the use-and-pay system.

The officers of the Uttar Haryana Bijli Vitran Nigam (UHBVN) also received the good governance award from the Chief minister for their Waiver of Monthly Minimum Charges initiative, aimed at providing substantial financial relief to domestic households, particularly benefiting middle-income and economically weaker families. The waiver has been seamlessly integrated into the billing process, requiring no additional effort from consumers.

Three State Level Awards

The Chief Minister also gave state level awards to three departments for making the delivery of citizen-centric services to the people in a time-bound and hassle-free manner.

For providing a transparent and user-friendly business environment for all stakeholders, including concessionaires, licensees, and others through HMGIS (https://mis.minesharyana.gov.in), the officers of the Mines and Geology Department received an award from the Chief Minister. The portal aims to enhance governance and monitoring by effectively tracking the production, procurement, and dispatch activities of contractors in real-time.

The dedicated efforts of the officers of the Haryana School Shiksha Pariyojna Parishad in the successful implementation of NIPUN Haryana Mission Monitoring System were also recognized during the good governance programme. The department received an award for providing foundational literacy and numeracy skills to all students by grade 3.

Besides this, the Haryana Staff Selection Commission was honored with a Good Governance Award for its contribution to maintaining a transparent recruitment process.

Kaithal achieves recognition as the top performing distinct in Good Governance

Meanwhile, the Chief Minister also awarded the top-Performing districts including Kaithal (First Place), Fatehabad (Second Place) and Jhajjar (Third Place). These districts were acknowledged for their exemplary digital initiatives that have transformed local governance, improving the lives of their citizens.

Praising the awardees, Chief Minister Mr. Nayab Singh Saini said that the seamless integration of technology into governance has not only enhanced administrative efficiency but also significantly improved the quality of life for Haryana’s citizens. With these awards, the state reaffirms its commitment to building a Digital Haryana, ensuring that the benefits of governance reforms reach every citizen in the most efficient and transparent manner.
