Central Government Tweaks Soybean Procurement Rules: How Will the New Norms Work
18 November 2024, New Delhi: In a significant move aimed at addressing the challenges faced by soybean farmers, the Ministry of Agriculture has announced a one-time relaxation in moisture content norms for soybean procurement under the Price Support Scheme (PSS) for the Kharif 2024-25 season. This decision allows soybean with a moisture content of up to 15%—a notable increase from the prescribed limit of 12%—to be procured, ensuring that farmers are not penalized for quality-related issues caused by erratic weather conditions.
How Will the New Norms Work
Under the revised framework, additional expenses or losses resulting from the procurement of high-moisture soybean stocks will be borne by the respective State Governments. Central Nodal Agencies (NAFED and NCCF) will make payments to State-Level Procuring Agencies (SLAs) after adjusting for the value of the relaxed moisture content. However, farmers will be paid the full MSP, safeguarding their financial interests.
The Ministry has also directed CNAs and SLAs to adopt robust storage and preservation measures for high-moisture stocks to prevent wastage or quality degradation. This collaborative effort between central and state agencies is expected to streamline operations and maintain the integrity of the procurement process.
Impact on Soybean Farmers
The relaxed norms are expected to bring significant relief to soybean farmers, especially those affected by heavy rains during the Kharif season. By removing the quality-related barriers to procurement, the government is providing a safety net that ensures fair value for their produce.
Farmers, who often face rejections or price cuts due to non-compliance with standard norms, can now participate in the procurement process without fear of financial losses. This decision also reinforces the government’s broader objective of stabilizing farm incomes and boosting confidence among the farming community.
Relief for Farmers Impacted by Weather Uncertainty
The relaxation comes as a response to repeated appeals from farmer groups and stakeholders who highlighted the difficulties posed by unpredictable weather during the Kharif season. Excessive rainfall and high humidity often result in harvests with moisture levels exceeding the standard norms, making farmers vulnerable to distress sales or outright rejection of their produce.
Approved by the Ministry of Agriculture, this measure ensures that farmers receive full Minimum Support Price (MSP) for their soybean, despite the higher moisture content. By addressing this long-standing issue, the government aims to protect the livelihoods of soybean growers and stabilize the agricultural economy during challenging times.
