China’s MARA to Streamline Approval and Promote High-Efficiency Bio-Pesticides
10 August 2024, China: Biological pesticides and biofertilizers significantly contribute to enhancing agricultural production safety, efficiency, and environmental protection. In recent years, there has been growing momentum to promote the application of these products.
Recently, the Ministry of Agriculture and Rural Affairs of the People’s Republic of China (MARA) responded to the related topic proposed at the Second Session of the 14th National People’s Congress:
Supporting Research, Development, and Pilot Application of High-Efficiency Biological Pesticides and Biofertilizers
MARA, the Ministry of Industry and Information Technology (MIIT), and the Ministry of Education (MOE) attach great importance to the R&D and application of these products. Measures include:
- Policy Guidance Enhancement: MARA has issued Action Plans to Reduce the Use of Fertilizers by 2025 and Action Plans to Reduce the Use of Chemical Pesticides by 2025, promoting green and efficient products like microbial fertilizers and biological pesticides. MIIT encourages the utilization of non-grain biomass residues for high-value organic fertilizer production.
- Strengthening Scientific and Technological Support: MARA collaborates with research institutions, universities, and leading enterprises to speed up the development and application of new products and technologies. MOE has optimized the positioning and layout of biological pesticide innovation platforms, supporting the construction of key laboratories and engineering research centers.
- Standardization Improvement: MARA and MIIT have formulated various industry standards related to microbial fertilizers and biofertilizers, promoting standardized production and application.
Next Steps: MARA, together with relevant departments, will continue to support technological innovations in pesticides and fertilizers, enhancing industrial competitiveness. MIIT will encourage the production of organic fertilizers from agricultural waste, and MOE will reinforce agricultural technology innovation platforms.
Promoting the Application of Novel High-Efficiency Biological Pesticides and Biofertilizers
MARA and MOE are actively promoting the application of these products through:
- Optimized Registration Management: Based on relevant regulations(see the Appendix), MARA optimizes the approval process, ensuring rigorous technical review and expert evaluation. This encourages enterprises to innovate and promotes healthy industrial development.
- Enhanced Promotion and Application: MARA promotes the integrated use of new products, technologies, and equipment, supporting the application of microbial fertilizers in soybean production. Biological pesticides are prioritized as green pest control measures, achieving 54.1% green pest control coverage nationwide.
- Accelerated Technology Transfer: MOE facilitates the conversion of scientific research achievements into practical productivity, establishing collaborative innovation platforms. Several agricultural universities have been designated as technology transfer bases and intellectual property centers.
MARA will further strengthen registration management and promote the application of biological pesticides and microbial fertilizers in broader scenarios. MOE will promote precise collaboration between enterprises and universities, fostering technology transfer and innovation.
